Seine Arbeit mit dem bezeichnenden Titel „Die Bastion' nutzt das bereits von Scharoun mit Hermann Mattern gemeinsam als Freiraum gestaltete Gelände mit den unregelmäßigen Bodenerhebungen zur Potsdamer Straße hin als eine Art flaches Vorwerk – ganz so wie es eine Festungsarchitektur anstellen könnte. Kleine Geländestufen sind mit einem steinernen Mauervorsprung konturiert, fallen zur Staatsbibliothek hin ab und bieten eine Sitzgelegenheit. Die „dem Geländeanstieg entgegengesetzte Höhenentwicklung sind meine Mittel, um Meßbares und Wägbares in Gedanken zu überführen', führt der Künstler in seinem Erläuterungsbericht aus. Die Kulturachse, die der Architekt Scharoun für seine Wiederaufbauplanung von Berlin konzipiert hatte, bildet eine Rahmenbedingung, eine wichtige Vorgabe für Nierhoff und entspricht den synergetischen Wechselwirkungen zwischen Kunst und Bau, die für Scharoun wichtig waren.
